The perils, once again, of the passive voice

The headline led me to believe this was another old-school Chicago scandal but it's apparently just shameless bribery at work.

And how about those Baylor kids who got bucks for retaking the SATs?

Wow, Monica, that scheme was positively baroque! Baylor offered accepted freshman a few hundred dollars in bookstore credit to retake the SAT, and a thousand if their scores went up fifty points. Baylor claimed it was a way to distribute leftover scholarship money; critics said it was a way to raise the average SAT score of accepted students, thus potentially plumping Baylor's rating in the U.S. News and World Report rankings. Baylor has now discontinued the program.
